General: The Commissioner and all previous Commissioners shall be the final interpreters of the rules.

Ownership: The MWAC "owns" all franchises. Each team "leases" their franchise on a yearly basis. Ownership rights are non-transferable (that is, if you choose not to participate in the league, you may not "sell" your team). In the event an individual chooses not to participate in a given year, the MWAC will assume ownership of the franchise until a suitable replacement is found. Franchises may not be sold during the season. Should an attempt be made to sell a franchise during the season, the MWAC will assume ownership of the franchise.

Selection of New Owners: The Commissioner shall keep a current listing of all prospective owners. When an opening occurs, the Commissioner shall conduct a lottery drawing to determine the next owner. If there are more than one opening, the first new owner selected shall have first choice of available franchises. All new owners must have a current e-mail address, and must be on line.
